TISS-Rutgers centre to focus on talent retention, growth in India - Indian Express


To bring back talent to India and formulate strategies that will help tide over huge faculty crunch across institutes in the country, the Tata Institute of Social Sciences (TISS) and Rutgers, the State University of New Jersey, are now collaborating to work on projects that will have an impact on policy decisions. An “India Centre for Sustainable Growth and Talent Development” has been started in this context. A formal launch of the centre is due in October 2011.

The centre will focus on multiple aspects including education and training programmes and development of dual degree programmes and short courses. A key focus will be management of higher education. Exchange of faculty and students between the two institutes will also be an integral activity. “There is a major shortage of qualified faculty across colleges and universities in India. There’s also a huge Indian talent pool abroad and we need to develop strategies to tap them. The centre will focus on research projects to retain talent and bring students and faculty back. It will be important for manpower planning,” said SK Bhowmik, dean, School of Management and Labour Studies, TISS.


A study by TISS, Penn State and Rutgers, which looked at “willingness of potential faculty to return to India”, triggered the idea to set up the centre. It was formalised through a memorandum of understanding between School of Management and Labour Studies at TISS and Rutgers School of Management and Labour Relations.

“Only a small fraction of the over 550 million young Indians under the age of 25 are currently gaining access to higher-level skills. If it is to capture the benefits of this demographic dividend, the largest single workforce for the global economy of the 21st century, India must urgently reform all stages of its education and training system. The centre’s work will focus on these aspects and come up with policy options which are evidence-based and not knee-jerk reactions, said B Venkatesh kumar, TISS professor.
